As European air traffic modernisation accelerates, LACS for ANSP CP1 compliance is becoming a critical priority. Under the European Commission’s CP1 mandate, all Air Navigation Service Providers (ANSPs) must support ATS-B2 and Extended Projected Profile (EPP) applications by 31 December 2027.
To meet this requirement efficiently and cost-effectively, the Logon and ADS-C Common Service (LACS) offers a unified solution designed to help ANSPs comply while enabling safer, more sustainable air traffic management.
What Is LACS?
LACS (Logon and ADS-C Common Service) is a centralised solution designed to streamline aircraft communication with multiple ANSPs. It consists of:
- Common CM Service (CMS):
- ADS-C Common Service (ACS):
By acting as a common server for CM and ADS-C contracts, LACS provides a seamless data-sharing experience via a SWIM interface to participating ANSPs.

Why LACS Matters for ANSPs
Implementing ATS-B2 applications enables ANSPs to compare the filed flight plan with the actual aircraft trajectory downlinked via EPP. This capability is critical for ensuring safe and efficient operations.
Key reasons to adopt LACS:
- Meets CP1 compliance deadlines
- Maximises VDLM2 datalink bandwidth efficiency
- Accelerates adoption of digital air traffic management tools
With LACS, ANSPs gain early access to vital trajectory data, allowing them to act on discrepancies and reduce controller workload.

Key Benefits of LACS
LACS brings substantial benefits to both ANSPs and airlines:
For Airlines:
- Optimised climb and descent profiles
- Shorter, more direct routes
- Reduced fuel burn and CO₂ emissions
For ANSPs:
- Reduced workload through automated trajectory verification
- Cost-effective implementation.
- Support for a high number of aircraft connections without bandwidth congestion
This shared service model reduces deployment costs and accelerates delivery, making it an ideal option for ANSPs to meet the CP1 Mandate.
Cost-Effectiveness: What’s the ROI?
Let’s look at the numbers. On 14 June 2024, Eurocontrol recorded a peak of 35,710 daily flights across Europe. Currently, over 200 aircraft are already B2-enabled, with all newly manufactured aircraft required to support the capability from 1 January 2028.

Based on early estimates:
- With 10,000 B2-enabled daily flights, average fuel savings are €10–€20 per flight
- LACS service cost: €0.80–€1.30 per flight (and falling as adoption grows)
This translates to monthly savings between €250,000 and €400,000, creating a clear return on investment for early adopters.
