What is the European ATM Master Plan?
The SESAR JU European ATM Master plan was released today. It functions as an agreed roadmap that connects ATM research and development activities with deployment scenarios to achieve performance objectives.
It is an evolving document.
Each update of the ATM Master Plan reactivates the definition process, which adapts the requirements of the new ATM systems to the evolving performance objectives, and to current operations and then feeds these requirements into the subsequent SESAR processes (R&D and deployment).
What role will Data Link play in the Future of European Airspace?
Data link technology is set to play a pivotal role in the evolution of European airspace. By enabling advanced functionalities, it will support the transition to more efficient and environmentally friendly operations. Here’s how data link is shaping the future:
The move towards High-Performance Air-Ground Connectivity
The SESAR Master Plan 2025 emphasizes improving air-ground data link performance as a cornerstone for achieving economies of scale and reducing fragmentation in implementation. This plan focuses on SDO 7 (“Transition towards high performance of air-ground connectivity”), which aims to establish a robust communication infrastructure:
- Multilink Capability and Mobility: The initiative seeks to create a future air-ground communications network that supports multilink capability and ensures seamless mobility across different data links.
- SatCom Class B Implementation: Leveraging existing satellite technology, SatCom Class B enables data and voice communication across various airspace types.
- VDL-M2 Successor Development: The plan explores potential successors to VDL-M2, including terrestrial systems like LDACS and satellite communications, catering to both continental and remote/oceanic regions.
The role of Trajectory-Based Operations (TBO)
Trajectory-Based Operations are a key pillar of modernizing airspace management, and data link is integral to their success:
- Collaborative Flight Data Sharing: SDO 5 (“Transformation to trajectory-based operations”) fosters a collaborative environment where flight trajectory data is accessible to all stakeholders throughout a flight.
- Conflict Detection and Resolution: Advanced automation tools powered by data link will enhance conflict detection and resolution. These tools will use aircraft-derived data (EPP) and incorporate ATS-B2, and enhanced automation.
- Multi-Element Clearances: The plan envisions implementing multi-element clearances through CPDLC, including lateral and vertical data link clearances. This will also involve increased ground automation to optimize trajectories for safety, cost, and environmental performance.
Data Link as a Business Service
For Area Control Centers (ACCs), data link is already an essential business service. It encompasses:
- CPDLC (Controller-Pilot Data Link Communications): Enhancing communication efficiency between controllers and pilots.
- ADS-C (Automatic Dependent Surveillance-Contract): Including Extended Projected Profile (EPP) data.
- Context Management: Streamlining communication protocols.
- Downlinked Aircraft Parameters: Providing crucial data, such as onboard humidity measurements, for operational decision-making.
Data Link in Future Research and Development
Research priorities further underline the importance of data link in airspace modernization:
- Hybrid Communication Infrastructure: A focus on integrating non-safety commercial links into a hybrid infrastructure for ATM (Air Traffic Management) safety communication.
- Development of LDACS: Research is exploring ways to advance LDACS technology and support data pre-processing and integration for seamless air-ground data exchange, including meteorological data.
